Funding and Finance

Students eligible and receiving special ed services are basic ed students first and generate revenues from; state basic ed allocation, state special ed excess cost and federal dollars. In addition, school districts are given about five opportunities every year to apply for state safety net dollars for high cost students. General ed students generate only the state basic ed allocation and that allocation falls short of the need, as Washington state ranks 42nd in the nation for basic ed funding. Special ed students should not be blamed for a basic ed shortfall. The WSSEC continues support for increasing the basic ed allocation and to stop blaming students receiving special ed services for the shortfall.

Birth to Three

We need all school districts to participate in the statewide ITEIP (Infant Toddler Early Intervention Program/DSHS) birth to three early intervention system by 2008, to create a fair and equitable state-wide system. School districts would provide or contract for early intervention services in partnership with ITEIP local lead agencies and birth to three providers.

Graduation Requirements

The WSSEC is monitoring progress for measures in the state legislature that will improve and promote fairness and equity for marginalized students in our public schools and provide multiple pathways for high school graduation in Washington state. This was the result of former Governor Booth Gardner bringing together business, educators, policy makers, tribes, community members and organizations, including the WSSEC, to work collaboratively on these issues. Students with disabilities will benefit from fair and equitable pathways for high school graduation.
